Is there a late fee if you don’t pre-register for the bike races?

Certainly not, there is nor will there be a late fee, but t-shirts (sizes) will of course be first come, first served.

If you’re speaking of the Tour (25, 50, and 75 mile ride), there is really no “contact” mechanism for those who “mailed” in their registration. Provided you allowed enough time for the postal service to deliver, you’ll find out at check-in on Sunday morning.
If you registered for the tour via the paypal link, you were instructed to bring in your completed registration form. The sign in desk will have records of all those paying for tour via online.
If you’re speaking actual “Racing” registration, confirmation should have been provided by the BikeReg.com process.

Yes, the fee for the T-Shirt, and all the perspiration you’ll be shedding on the road during the 25, 50, or 75 mile tour-ride is indeed included in the $15.00 registration fee.
